ABOUT THE JOB
The Facility Management Specialist (FMS) will oversee large holdings of United States government (USG)-owned and leased properties
and ensure they are maintained within accepted U.S. standards and in a safe and operable condition. Incumbent will determine and
advise Tenant Commands and Building Managers of appropriate policies and professional procedures to be applied towards the
sustainability and management of all facilities.
Acts as the primary point of contact between the Public Work Officer and the specific commands and tenants under his/her cognizance
ensuring mission requirements are upheld for all facilities, roadways, parking areas, and all other areas governed within the
installation. The incumbent independently plans and executes assignments and makes decisions, proposals, and recommendations
based on his/her knowledge of local policies/procedures and practical knowledge of engineering methodology and techniques
pertaining to maintenance and construction practices. Assists and briefs clients on the Regional Engineer/Public Works Department
organization and how each department works in relation to requesting work, initiating funding, source selection of contractors, quality
control, and other related policies. Develops scopes of work, independent government estimates and plans and specifications for
projects, and ensures approved work is completed according to requirements and specification established in the scope of work. FMS
will manage all physical resources, assets and associated Component Inventory Management Units (CIMU) in accordance with the
Infrastructure Condition Assessment Program (ICAP). Screens, classifies and submits requests for minor and specific projects, and
ensures all updates for redesigned and replaced Real Property Installed Equipment for facilities within their Area of Responsibility are
efficiently and effectively updated within Single Platform Maximo (MAXIMO).
Assigned under the Requirements Branch Head, incumbent communicates to upper management any and all concerns related to
clients, productivity, financial transactions and future work efforts being accomplished for the facilities assigned. Completed works
are evaluated in terms feasibility, compatibility with other work, and effectiveness in meeting Branch Head and customer
requirements. The FMS must adhere to the highest standards of integrity, dependability, attention to detail, teamwork and
cooperation while accepting the need to travel and train when delegated.

BG-09: SPECIALIZED EXPERIENCE: One (1) year equivalent to at least BG-07 level OR EDUCATION: 1 year of progressively higher
level graduate education or superior academic achievement (Provide Transcripts).

BG-11: SPECIALIZED EXPERIENCE: One (1) year equivalent to at least BG-09 level OR EDUCATION: 2 years of progressively higher
level graduate education leading to a master's degree or master's or equivalent graduate degree OR LL.B. or J.D., if related (Provide
Transcripts). Equivalent combinations of education and experience are qualifying for all grade levels and positions for which both education and experience are acceptable.

CONDITIONS OF EMPLOYMENT

roofs, cooling towers, down into manholes and tunnels crouching and stopping, while performing inspections or field surveys
of facilities.
