INTRODUCTION:The Commercial Lodging Analyst position is located at Navy Gateway Inns & Suites (NGIS) at Naval Support Activity (NSA) Bahrain. The primary purpose of this position is to manage group and individual lodging reservations at commercial partner hotels and to ensure adherence to all local installation and country policies. Performs daily operational duties at NGIS and reports to the NGIS General Manager. This position performs duties primarily pertaining to hotel contract requirements and the Contract Lodging Availability System (CLAS) application and works in conjunction with the Commander, Navy Installations Command (CNIC) Commercial Lodging Program (CLP).
DUTIES AND RESPONSIBILITIES:Analyzes CNIC CLP monthly financial statements and report results with recommendations to the General Manager to ensure program stability, coordinating with CNIC CLP as required. Monitors occupancy by hotel to ensure adherence to local country and installation policies and that they are within standards. Monitors hotel allocations based on contract and group requirements. Assists CNIC CLP with routine annual hotel assessments and conducts periodic unannounced visits to partner commercial hotels to ensure hotels are meeting CNIC CLP standards. Documents and tracks discrepancies from unannounced inspections and communicates discrepancies to CNIC CLP for action. Maintains a tracking of resolution of all discrepancies found and correct, and reports all major findings to CNIC CLP for action.
Prepares reports for higher authority and analyzes, evaluates and implements instructions and notices from higher authority. Briefs local and Region leadership on program updates and acts as liaison with CNIC CLP. Monitors agent activity via a report log within the Property Management System (PMS) and CLAS to ensure proper use of reserving inventory with NGIS as primary lodging and the commercial partner hotels as secondary lodging. Ensures all guests and hotel requests are directed to the appropriate channel for action. Liaisons with CNIC CLP, divisions, departments, directors, Region and other local offices, as required, to ensure effective operations.
Markets the NGIS and CNIC CLP to ensure patrons are aware of the availability of, and requirement to use, NGIS assets and programs. Notifies CNIC CLP of personnel changes at both NGIS and commercial partner hotels to activate and deactivate system access. Disseminates CLAS application, per diem, and Joint Travel Regulation (JTR) updates to NGIS staff. Performs program duties in conjunction with CNIC CLP aligned with CNIC contract requirements, Standard Operating Procedures (SOP, host nation requirements and policies.
Utilizes the PMS and CLAS to access guest information, retrieve reservation information, change or cancel reservations as requested by guests, or register guests. Verifies registration information, secures a credit card for room charges. Receives, requests and processes group reservations (10 or more persons to include visiting ships) within established guidelines. Provides a certificate of non-availability (CNA) and/or alternative lodging. Briefs incoming groups on country or installation specific policies prior to arrival to include visiting ships. Ensures the Arrivals List is verified daily prior to group or guest arrival. Corresponds within 48 hours via email to guest/group reservation bookings to ensure room inventories remain accurate. Maintains contact with Central Reservation System (CRS) to ensure room inventories are accurate to prevent overbooking. Utilizes Navy Gateway Management Console (CORE HMS) online to verify room inventories and change inventory availability to coincide with groups booked by the installation.
QUALIFICATION REQUIREMENTS: Must possess knowledge of daily hotel operations and have experience utilizing an automated property management system. Must be skilled in the use of a personal computer and various software programs.
KNOWLEDGE REQUIRED BY THE POSITION:Knowledge of management principles and practices; analysis techniques; and administrative practices and procedures. Knowledge of CNIC and N9 organizational structures, policies and procedures. Knowledge of associated laws, regulations, and policies used by the Navy, other U.S. government agencies and local country to effectively manage requirements in the workplace. Must be able to communicate clearly and effectively both verbally and in writing in English.
