The mission of the Fleet and Family Readiness (FFR) Programs is to maximize the physical, emotional and social development of the fleet, fighter and family. FFR enables a ready Navy force through its Fleet Readiness, Family Readiness, and Housing Programs. We provide direct and support services to all non-appropriated fund (NAF) employees who work for Morale, Welfare and Recreation (MWR), Navy Gateway Inns & Suites (NGIS), and Navy Getaways throughout the FFR Program worldwide.

 

This position is located at NSA Bahrain. The position serves as Food and Beverage Director providing management and other staff with objectively based information for making decisions on the administrative and programmatic aspects of operations, policies and procedures of all Food and Beverage programs by accomplishing a wide variety of assignments.

Limited use of Navy Medical Facilities is authorized on a reimbursable basis.

 

DUTIES AND RESPONSIBILITIES

Under the direction of the NSA Bahrain Installation MWR Director, directs, monitors and administers policies, programs and goals of the F&B branch operations. Operations include full service dinning, lounge bars, catering, snack bars, mobile units and branded food concessioner operations in a variety of facilities

Responsible for coordinating the efforts of managers and providing overall management of all phases of Food and Club operations from initial determination of menus to its final prepared and consumable state. Overseas purchase requests for equipment, supplies and food supplies.

Manages property and provides advice on renovations and improvements. Maintains security of funds, merchandise, supplies and equipment to preclude the potential for fraud, waste and abuse.

Ensures all machinery, equipment and facilities within the branch are maintained in a quality fashion at all times and in conformity with medical inspection standards. Periodically inspects equipment and working conditions of all branch facilities for hazards to prevent accidents and fires. Promotes safety programs for subordinates and requires compliance with safety regulations.

 

QUALIFICATIONS REQUIRED

Possess a minimum 2-year degree in business/culinary arts from an accredited school or related field AND a minimum of 5 years equivalent work experience at a high volume restaurant or hotel. The incumbent must possess extensive knowledge of business operations and of the culinary arts to include volume catering and menu development.

Comprehensive knowledge of Federal, DoD and club policies, requirements, administrative practices and procedures related to the planning, budgeting, scheduling and coordinating of installation club systems, social and recreational programs, efficient operation and utilization of facilities and equipment.

 

Skill in negotiating major program issues and operational requirements and personnel inside and outside the Navy.  Knowledge and skills of proper military protocol and decorum extended to Navy personnel guests and dignitaries.

 

Knowledge of quality of foods and beverage preparation, presentation, storage and sanitation to develop and supervise the operations of the Food and Beverage operation.

Knowledge of maintenance and usage of standard Point of Sale and inventory control systems used in F&B operations. Information should include ability and knowledge of specific software’s ability to extract data from systems and ability to track supplies.

Knowledge of marketing techniques to determine the installations market, develop programs that appeal to the customer and to create innovative, dynamic promotions and advertisements to support the Food and beverage programs.

Knowledge of military and civilian (Local National, APF,NAF) personnel regulations, procedures and policies to direct staff.

Ability to communicate both orally and in writing.  Effectively present and communicate financial and operating data to a varied audience. (Commanding Officer, subordinates and patrons).

Performs research in preparation of briefs, speeches and various presentation documents. Skilled in the use of the computer to enable preparation of smooth presentations in text, slide, or spreadsheet format.

Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required. Salary is dependent on experience and/or education. Occupants of this position must maintain the privacy of work information and data and demonstrate the highest level of ethical conduct.

SPECIAL BENEFITS

In addition to living quarters allowance, you will receive Post allowance and Post differential. The current work week is Sunday thru Thursday. Employees hired from the continental U.S. receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week.
