INTRODUCTION: This position is that of installation Sexual Assault Response Coordinator (SARC) for the Naval Support Activity Bahrain and Supported Elements. The SARC works under the program oversight of the Regional Sexual Assault Response Coordinator and supervision of the installation Fleet and Family Services Center (FFSC) Director, and communicates directly with the installation senior commander to provide regular updates and assist with meeting annual SAPR training requirements. Serves as the designated program manager of sexual assault victim support services, oversees local implementation and execution of the Sexual Assault Prevention and Response (SAPR) Program, and ensures comprehensive victim services are provided through a coordinated community response.

 

MAJOR DUTIES AND RESPONSIBILITES: Provides overall management of sexual assault awareness, prevention, training, and victim advocacy. Supervises all professional and volunteer SAPR Victim Advocates in the performance of their duties providing services to victims of sexual assault. Co-chairs the Sexual Assault Case Management Group (SACMG). Coordinates with other on-base victim support resources, such as chaplains and medical treatment facilities (MTF), to meet victim needs. Ensures that there is a 24/7 availability of SAPR Victim Advocate services. Assists in executing the goals of the Command and Tenants SAPR Programs, and may be required to execute SARC duties and responsibilities in a deployed environment. Will receive cross training in all positions within the SAPR program, including: the DoD Sexual Assault Advocate Credentialing Program SARC and SAPR Victim Advocate trainings, SAPR Command Point of Contact (POC), and Defense Sexual Assault Incident Database (DSAID) training. Ensures the needs and concerns of the victim are met by the commanding

authorities. Prepares for visits from inspecting authorities and criminal investigation authorities. Appraises performance of the SAPR Victim Advocates and ensures quality and continuity of the care. Responsible for creating and maintaining a competent staff of full-time and volunteer SAPR Victim Advocates.

 

QUALIFICATIONS REQUIREMENTS: Completion of a four year degree in behavioral health or social science AND three years of experience that demonstrates acquired knowledge of one or more of the behavioral health or social sciences equivalent to a major in the field OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above.

 

Must have a current Victim Advocate certification under the Department of Defense Sexual Assault Advocate Certification Program (D-SAACP).

 

Minimum of two years specific experience working with victims of sexual assault or working in victim advocacy and victim advocacy services is preferred.

 

Experience working with victims of sexual assault or working in victim advocacy and victim advocacy services required and experience working with the Navy SAPR program preferred. Knowledge of the military, Department of Defense (DoD), and Sexual Assault Prevention and Response (SAPR) program, along with local, state, and federal laws and military regulations pertaining to victims of sexual assault is preferred.

 

Must have the ability and skill to provide effective trainings and briefings; have the knowledge and skill in developing program management plans and adhering to them

 

Ability to maintain accurate statistical framework for program data collection and reports

 

Must have the ability to understand, be sensitive to, and have empathy for victims; must have the ability to develop trusting helping relationships and to work effectively with individuals and families from diverse racial, ethnic, religious and socioeconomic backgrounds.

 

Must have the analytical ability to intervene in crisis situations, using sound professional judgment, ethical practice and common sense

 

Must have the ability to work cooperatively with military and civilian medical, social service, law enforcement and legal personnel on behalf of victims

 

Must be skilled in written and verbal communication; knowledge of Microsoft Office suite and use of office software applications and equipment

 

Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms. Must have or be eligible for SECRET clearance.

Special Requirements: This is a Key/Emergency-Essential position. In the event of a crisis situation or war, you must continue to perform assigned duties to support mission requirements until relieved by proper authority.

 

Special Benefits: Relocation bonus may be authorized.  In addition to Living Quarters Allowance, selectee may be eligible to receive Post Allowance and Post Differential. The current workweek is Sunday through Thursday. Employees hired from continental U.S. receive Sunday Premium Pay (computed at 25% of Basic Hourly Rate, eight hours per week). Applicants recruited from the United States may be entitled to a tax-free Post Allowance (PA) and Living Quarters Allowance (LQA).   In addition, incumbents are authorized use of the Navy Exchange, Defense Commissary and MWR programs.  Use of Navy Medical Facilities is authorized on a reimbursable basis.
